vOx Whirling Chains needs to roll to hit?

Like the title says, does vOx actually need to roll to hit everybody with his Whirling Chains?  We're wondering because while the ability "does stuff" to everyone within a 4" pulse, the actual *target* is self, so when he uses it, the target is himself and he doesn't need to roll to hit, right?

You may have character plays hit friendly models automatically.  Since vOx is always friendly to himself, he does not need to roll to use Whirling Chains and it automatically affects enemy models in the pulse.  Note that you may choose to roll to hit friendly models with character plays.  This is mostly used for character plays like Pain Circle that might accidentally catch a friendly model but might not hit them, but it can be used if you want to spend influence to no effect.  For example, suppose Fillet has 2 influence left and wants to prevent Obulus from using Misdirection on her to allocate influence to a friendly model but she also doesn't want to be more vulnerable to Puppet Master than necessary.  She can use Quick Foot on herself and choose to not automatically hit.  If the character play misses, she has no influence left but does not have a bonus to her movement.

Just to be clear though, for similar plays that also affect friendly players (like vKat’s Ground Pound), you can’t chose to roll for friendly players in the pulse; the only roll you could make is against the model itself (vKat), and if it gets hit then everyone in the pulse, friend or foe, is affected.
